1 1/2 pounds Certified Angus Beef ® flank steak, cut across the grain into thin strips
3 tablespoons soy sauce, divided
1 teaspoon baking soda
3/4 cup corn starch
3 tablespoons hoisin sauce
3 tablespoons brown sugar
2 teaspoons white vinegar
3 tablespoons water or broth
1 cup canola oil
1 tablespoon fresh ginger, minced
1 tablespoon fresh garlic, minced
6 green onions, cut into 2-inch segments
1 teaspoon red pepper flakes
3 cups cooked white rice
